The quick answer

Begin with your VA care team and local Prosthetic and Sensory Aids Service. VA guidance distinguishes stair-glide equipment from HISA home-alteration funding. A clinical evaluation, eligibility review and program authorization are still needed; a veteran’s status or a contractor quote does not guarantee a paid installation.

  • A stairlift equipment inquiry and a housing-grant application follow different routes.
  • HISA’s published stair-glide exclusion does not answer every other VA benefit question.
  • Obtain the applicable decision before ordering in expectation of VA payment.

Start with the equipment question and the right office

Tell your VA care team what access problem you are trying to solve and ask about an equipment evaluation with Prosthetic and Sensory Aids Service (PSAS). The first goal is to identify the clinical and administrative route for the request.

The currently listed VHA Directive 1173.14(2), amended November 16, 2025, identifies stair glides as home-use equipment to be purchased through Prosthetic Service funds rather than HISA. [1] This is a distinction between programs, not a finding that a particular veteran qualifies.

Can a separate structural alteration be considered?Local HISA/Prosthetics team. The alteration’s own scope and application.

The sections below explain these routes. This government-source editorial preview was checked October 25, 2026; independent VA benefits-specialist review is pending. We have not examined a veteran’s records or obtained a funding decision.

Prepare for the clinical and Prosthetics evaluation

VHA Directive 1173, dated March 27, 2023, assigns the prescribing provider responsibility for evaluating the veteran and supplying the clinical justification for a requested PSAS item or service. It describes an administrative consult as the prescribing route. [2] A sales assessment of the staircase does not replace that clinical work.

Bring a short description of the home-access problem to the conversation. Explain which entrance or rooms are affected, what assistance is currently needed and any planned change in living arrangements. Let the clinician assess the person’s needs; let the appropriate technical assessment address the home and equipment.

  • Who will evaluate the access problem and decide which equipment is appropriate?
  • Is a home assessment needed, and who arranges it?
  • Which office will track the request after the clinical discussion?
  • What information can the household provide now?
  • What should the household do if access needs change while the request is pending?

Ask the team to identify what stage has been reached: a conversation, an assessment request, a clinical recommendation or an authorized order. Keep the contact and next action with each stage. Avoid translating “we will evaluate it” into a delivery commitment or assuming you can select and order equipment independently.

HISA excludes stair glides; keep other alterations separate

VA’s public HISA page expressly excludes stair glides and porch lifts from that benefit. [3] HISA stands for Home Improvements and Structural Alterations. Do not use its advertised grant amount as a stairlift allowance or interpret the exclusion as a decision about the separate equipment route.

A larger accessibility project may raise more than one question. Ask the responsible VA staff to separate the proposed equipment from any structural work and identify which office can consider each item. Do not re-label the lift as construction or bundle it into an alteration estimate to try to change its category.

If the VA team identifies a separate project appropriate for a HISA application, the public instructions call for a prescription, signed VA Form 10-0103, an itemized estimate and a photograph; renters also need the stated owner authorization. [3] Those are HISA documents, not a universal stairlift-order checklist.

Keep each submitted scope and response together. If the project changes after assessment, ask whether the altered work needs another review. An approval for one alteration should never be treated as permission to add equipment or unrelated work to the bill.

SAH and SHA have their own disability and housing rules

Specially Adapted Housing (SAH) and Special Home Adaptation (SHA) grants are separate VA housing benefits for specified service-connected disabilities. SAH generally requires the veteran to own or plan to own the home; SHA allows ownership by the veteran or a family member. Temporary Residence Adaptation has a separate family-home pathway tied to SAH or SHA eligibility. [4]

Do not decide eligibility from a disability-rating percentage alone. Read the applicable VA criteria and request an actual determination. A person can have a serious access problem without meeting the requirements of a particular housing grant.

For a housing discussion, describe the whole proposed project and whether the home is permanent or temporary. Ask how the equipment inquiry should be coordinated with any housing-grant work. This guide does not assert that a stairlift is automatically approved under SAH or SHA, or that a housing grant replaces the clinical equipment process.

Confirm current monetary limits and your own award with VA. On October 25, 2026, the reviewed page still showed FY2026 figures; this guide does not treat them as current amounts.

Use the correct application and keep a clear project file

For SAH or SHA, VA’s published application route includes online submission and VA Form 26-4555 by mail; the application page identifies the personal information needed. [5] This housing form is different from the HISA form described above and from a PSAS clinical consult.

Keep a separate folder or clearly labeled record for each route. Put sensitive identifying information only into the official application or other channel the responsible office specifies. A commercial stairlift quote request is not a VA benefit application.

RecordWhat makes it useful
Office and contactProgram, responsible team, date contacted and next action.
AssessmentWho completed it, its date and any outstanding follow-up.
Project descriptionWhich equipment and separate home alterations are being considered.
DecisionWritten outcome, authorized scope and unresolved conditions.
Order or appointmentWho arranged it and whether it is confirmed.

Ask each office what it needs from another team and who will coordinate that exchange. Avoid sending multiple versions of an estimate without identifying which is current. Use the quote checklist to organize scope questions when a provider estimate is requested.

Resolve authorization and future responsibilities before ordering

Do not sign a purchase agreement in expectation that VA will reimburse it later. Obtain the responsible program’s instructions about authorization, supplier selection and ordering. Ask which expenses, if any, the household would be accepting itself before making a commitment.

If equipment is authorized, clarify who arranges the installation, how any separate home work is coordinated, who provides instruction and which office handles subsequent faults. Ask what happens if the veteran moves or no longer needs the equipment. Record the answer for the actual arrangement rather than assuming a retail warranty or buyback policy applies.

Hypothetical example: a veteran has asked about a stairlift and a bathroom alteration. The household keeps the two scopes and their decisions separate. It asks the VA teams to confirm which office is responsible for each before agreeing to work. This example illustrates recordkeeping, not an approval or a claim that both projects would be funded.

If access is urgent, tell the care team what is currently unavailable and ask for an appropriate interim plan. Do not rely on a generic installation timeline from a seller as the timeline for a VA assessment, authorization or delivery.

Get the reason for a decision and the right review route

If the request is declined or unclear, first identify the actual decision: clinical suitability, benefit eligibility, project scope or an incomplete submission. Keep the written explanation and any deadline. A refusal under one named program does not explain every separate benefit question.

VA distinguishes Clinical Appeals of treatment decisions from reviews of health-benefit decisions. Its public guidance directs a veteran seeking a clinical appeal to the facility’s patient advocate. [6] Ask which process applies to the decision you received; this guide does not choose an appeal option or supply a universal deadline.

Prepare a concise record of the request, response and missing or disputed information. If the household’s circumstances have changed, explain that change to the responsible team. Keep copies of what you submit and confirmation of receipt. For an unresolved pending request, ask what action is still needed and who owns it.

For other possible assistance, see the selected-program finder and funding guide. A person also enrolled in Medicaid can use our Medicaid guide to prepare a separate inquiry. Disclose proposed contributions to the relevant offices and ask how costs would be coordinated before counting on combined funding.

Common questions

Does the VA pay for stairlifts?

VA’s published directive identifies a Prosthetics equipment route for stair glides, but it does not approve an individual request. Start with the care team and local PSAS for evaluation, eligibility and authorization. No paid installation is guaranteed.

Can I use HISA money to buy a stairlift?

VA’s public HISA guidance excludes stair glides. Ask about the separate equipment route, and keep any other proposed structural alteration in its own scope. A HISA application is not a substitute for an equipment decision.

Does a 100% disability rating automatically qualify me?

No automatic stairlift award follows from a percentage in this guide. The applicable program must evaluate its own requirements and the request. SAH and SHA also have specific disability and housing criteria; obtain a program determination.

Should I get an installer quote before talking to VA?

Ask the responsible team what assessment or estimate it needs and which provider process applies. You can prepare a description of the access problem now. Do not treat a seller’s quote as authorization to buy or a promise of reimbursement.

Which form do I use for a VA stairlift?

There is no single form covering all the routes discussed here. The equipment inquiry begins with the care team and PSAS. HISA and adapted-housing grants have separate application processes; use the form the responsible office identifies for that request.

Has a VA benefits specialist reviewed this guide?

Independent specialist review is pending. This editorial preview cites public VA material and documents its limits. It does not represent VA, access a veteran’s records, submit a claim or make an eligibility decision.
